President John Adams signed an act of Congress in 1800 providing $5,000 for books for the use of Congress, and President Thomas Jefferson signed a legislative compromise in 1802 making the position of Librarian of Congress a presidential appointment. Former President Jefferson, now retired to Monticello, came to the new Library’s rescue during the War of 1812.
President Theodore Roosevelt established the Library of Congress in 1901, and William Henry Putnam established the Legislative Reference Service as a separate Library department in 1914. The Library became the custodian of the Declaration of Independence and the United States Constitution during World War II. Historian Daniel J.
